Research On The Governance Dilemma About Network Public Opinion And The Coping Strategy Of Local Government

In recent years, China’s emergency tends to increase in number with obvious interest contradiction year by year, which is harmful, complicated and changeable. This not only directly caused great losses of social economic life and threatened property and security, but also did greatly harm to social stability and development. Network public opinion is a "double-edged sword", which can promote the economic development and the social progress, but also can lead to misunderstanding, which confused the public and disrupted social order. It is urgent to solve that how to consider the influence of network public opinion and how to take effective measures the government made to control improper behavior which expands the public participation in public events through order network and avoids its negative effect.First, this thesis makes a deep analysis about network public opinion on the basis of some related theories, such as network public opinion governance, good governance and public governance.And then, the paper analyzes the steps the network public opinion evolved and researches the problems the government governed in different periods under the guidance of life cycle theory. At the same time, with the support of the three parties of game theory the thesis made a brief analysis on the public, media and government and established a number of three party game models. The public opinion problems the local government managed are concluded through the model analysis and the root causing the problem is found.Again, the thesis reviews management mode and practice experience on the network public opinion abroad, such as America’s coordination supervision" model between government and society, Canadian’s "internet supervision system"+"guide" mode, the French’s "the three parties governance game" mode, South Korea’s "real name system management" mode. It has profound significance to our local government management on network public opinion.Finally, according to the above analysis, the paper is proposed "freedom of speech" social management strategy to balance the netizen, local government’s public opinion management strategy and the local government’s public management strategy in different stages of development from the perspective of the three party game, which is helpful for local government network public opinion management in China.
