The leak of the examination paper and examination question will not only result in serious political impact, but also bring about huge economic losses.As a style of public administration, the publicity of the confidentiality administration of national examination is the most essential property of the public policy. The publicity is mainly reflected in justice, efficiency, democracy and order. All the examination policies should realize the goals of guaranteeing justice, increasing efficiency, enhancing democracy and normalizing order. The policy of self-taught examination can best reflect justice, meet the requirements of justice of the examination’s main parts, coordinate the relationship of the examination’s main parts including examinee, examiner, educational institution and administrative department for education, guarantee the equity and justice of all aspects of the conduction of the self-taught examination. So the confidentiality administration of national examination should realize its feasibility on this foundation.Now the economy and the society develop at full speed, and the reform and opening-up goes deeper constantly. At the end, this dissertation offers proposals to promote the innovation of the confidentiality administration of national examination in Guangdong Province, including changing idea, creating atmosphere, guaranteeing implementation of law and regime, promoting propaganda and education on confidentiality.
