Research On Government Secret-related Information Management From The Perspective Of Overall National Security

In the 21st century,the world's pattern is adjusting at a faster pace,the strategic situation changing profoundly and the global governance presenting new features.Under the circumstances,competition consists with cooperation among powers.However,it tends to be more competitive and antagonistic.Especially when China expedits rising,some countries have been breaking our countries' political stability and national security through various means.Based on globalization,informatization and national integral strategy,President Xi demanded overall national security outlook and included information security in the national security,being one of the eleven important aspects.On the one hand,with the international competitions increasingly intense,overseas spy and intelligence agent is trying their best to steal our state secret,launching an omni-directional,stereo and multi-dimensional information monitoring and stealing.Due to the diversity of stealing means,it is impossible to defend effectively so the occurrence of events related to offense against our state security are frequent.On the other hand,with the development of informatization in our country,the computer and information network technology has been applied to the daily operation and management of our government on all aspects.Although informatization in our country spreads at an astonishing speed,it is common that our core techniques still need to depend on other countries.Hidden troubles and risks in the confidential information management carried by big data,cloud computing and other new techniques widely lie in all aspects of government management.This paper carries out the research of confidential information from the perspective of overall national security outlook,through literature research,empirical research,case analysis,investigation and interview,based on the fundamental theory,practice and demand,combining with my work experience and typical cases in recent years as well as using theories of administrative management and systematic management.In addition to sum up and analyze the general situation of government confidential information management,the hidden troubles and causes of loss and betrayal of confidential matters,from the following five aspects: confidential information management of government secretary,public records,the field of government computer network and foreign affairs publicity,this paper has proposed corresponding countermeasures and systematic suggestions for strengthening government confidential information management from the perspective of overall national security outlook which are to strengthen organization and leadership as well as improve institutions,strengthen the organizational leadership,improve the legal system,strengthen the mechanism construction,improve the management awareness and management ability,focus on the management of key areas,and accelerate the research and development of confidential technology,in the hope of providing references for the management work of the whole city and even with higher administrative level.
