A Research On The Administrative Execution Of The Township Government

Examination of the social problems, such as housing prices out of control, the doctor-patient conflicts, unfair education, safety incidents, group events and other issues from the perspective of public management, the lack and weaken of local government executive ability is an important factor.The phenomenon such as communication channels sluggish, executive cop-out, selective execution, comply in appearance but oppose in heart etc, has seriously affected the credibility of the government, erosion of the image of the party and government in heart of the people. How to improve the administrative execution is a realitive problem that the Chinese governments at all levels must seriously face and solve.The township government is the grass-roots government in China’s political system, and keeping the most closely and extensive relationship with the people. As the party’s executive endings of the police, township government is always playing the role of the frontier, leading the people’s reform and development,which make them becoming rich towards well-off.Its executive force is directly related to people’s satisfaction. At the same time, the township government’s executive ability is also related to the fact wether the national policy can be effectively implemented.This thesis focuses on the research of township government’s executive ability, review of current research on the execution of administrative at home and abroad. And then puts forward the connotation of the administrative execution, the concepts and characteristics of township government’s executive ability, analysis of the present situation of China’s township government administrative execution and existing problems. Based on the in-depth analysis of the influence factors of the township government’s executive ability,two points will be given: the one is the unclear objectives, tasks without a valid decomposition, which is attribute to the poor strategic management; the other is lack a reasonable assessment of the results of the implementation. Therefore, the application of BSC in the township government executive ability research is useful.I choose Li Dong township in L County, for example, constructing the model of the administrative execution management and evaluation, based on the Balanced Scorecard. The two functions of Balanced scorecard is which I will use in this writing. The one is the strategic management function, the other is performance evaluation function. On the one hand, translate strategy into action, to make clear the mission and vision of LiDong township, drawing a strategy map, and establish the strategic map frame decomposition of every department, construction of administrative execution strategy management system; on the other hand, evaluate the implementation effect, making the key performance indicators of LiDong township and its departments, establishing the strategic implementation power evaluation system, based on the decomposition of strategy.Through the construction of Li Dong township government model, the empirical analysis from the model, I try to summarize some policy suggestions for the township government promoting administrative execution. Base on the research, more effective, more targeted schemes about the township government executive ability will be putted forward.
