The concept can be divided into the following two parts above the bottom line and the bottom line, its purpose is to embody the principle of the equality of social welfare and the principle of positive difference, both of the citizen’s common needs and special needs.The idea advocated breaking existing discriminatory welfare system, on the basis of society all citizens of the actual needs, make more welfare spending to protect the vulnerable groups, welfare resources rather than subsidies welfare surplus of the rich, with equal "bottom line" to reduce the gap between different groups of welfare society resources.So, to reconstruct after equality "bottom line" concept, in accordance with China’s actual welfare system should be able to protect the welfare of the society all citizens need basic requirements, make social welfare resources allocation more reasonable, legal and fully guarantee that special group welfare resources enjoy rate, improve the welfare of all citizens to society, to make our society more harmonious and stable life.
