The national civil service is organizer of the government public management, but also exercise of government public management power, the behavior ability, management level directly influences the effect of government public management. Civil service pay system is an important part of the core civil service benefits guarantee mechanism, but also the civil service. Civil service pay system design is reasonable, not only directly affect the stability of the civil service and enthusiasm for work, but also have a broad impact on the country’s political, economic and social.In the past, the national executives followed the wage system based on moderate to revise and improve the formation of the current civil service pay system.
