The promulgation of the Food Safety Law of People’s Republic of China marked that our country has attached great importance to food safety problems. However, with the changing of social environment, food safety showed new characteristics. Food safety incidents occur frequently in recent years, among which food safety problems in villages and towns are particularly prominent. Original government behavior, legal norms and safety regulation system cannot effectively curb this trend. At present, our government has realized the importance of public participation for food safety regulation in villages and towns. But the government has not jumped out of the past "universal" government management mode, with insufficient understanding on public how to play a role in the process of food safety supervision in villages and towns, existing problems in the implementation process.This paper starts with the status and characteristics of food safety regulation system, further explores the particularity of food safety regulation in villages and towns, and does sampling research on public participation in food safety regulation in villages and towns selected from Jilin province by using the method of questionnaire survey, through which, the author found problems of limited access of public participation, transferring communication and information not smoothly, low operation efficiency, uneven public awareness and nebbish of public opinions. And the author put forward to corresponding rationalization proposal according to deep discussion on reasons of these problems.
