Research On Benefit-sharing Mechanism Of Local Government Cooperation

In the context of economic globalization and regional economic integration, cooperation between local governments is the optimal choice to deal with the economic crisis, narrow the gap between regions, improve regional competitiveness and maximize regional interests. However, in the field of local government cooperation, a perfect cooperation benefit sharing mechanism of local government has not yet been established, which has an impact on the process of cooperation between local governments and regional economic development.The economic development is not balanced among the cities of the Western Hunan eco-cultural tourism circle. To achieve overall economic development of the Western Hunan area, it is necessary to enhance the cooperation between local governments of the Western Hunan eco-cultural tourism circle, give full play to the advantages of each city, reasonably collocate and use its resources, and coordinate the interests of the various aspects. Therefore, this article focuses on the Western Hunan ecological and cultural tourism circle and uses empirical research methods to explore specific measures to improve the benefit-sharing mechanism of local government cooperation, break up the bottlenecks of development, and achieve rapid economic development of the Western Hunan area. At the same time, it provides experiences for regional cooperation of other areas, and reference for government decision.This article has four parts:The first part introduces the research background, research purpose, the significance of the research, research methods as well as domestic and international research review. The second part is the theoretical basis, which defines the concepts and theories related to local government cooperation. The third part, taking the Western Hunan eco-cultural tourism circle as an example, analyzes the effectiveness, the plight and reasons of benefit-sharing mechanisms for cooperation between local governments. The fourth part presents the principles and countermeasures to improve cooperation between local governments. For example, on the basis of mutual trust, fair and equitable cooperation, complementary advantages, local governments should establish mechanism of regional cooperation and coordination, improve the mechanism for the distribution of benefits, improve interest compensation mechanism, promote the construction of information network, and build the trust mechanism of cooperation.
