Cooperation Mechanism Of R-NGO And Government

With the development and advancement of the society,both the first and the second sectors which are respectively represented by the government and the market are malfunctioned.This dual-failure,which haspostmodemism attribute,is becoming more and more obvious in the modernization of Chinese society.Meanwhile,the third sectorNGO,as an indispensable plus to the government and market,witnesses a rapid development and plays an increasingly important role in Chinese social governance.The transition of modem Chinese societybrings about a new pattern and relationship between NGOs and Gov.Many local governments of ethnic regions are willing yet unable to settle many social affairs,or to solve affairs of ethnic regions in accordance with traditional management.When both NGOs and the government participateinsocial managementas the subjects,the differences in their behavioral patterns,institutions and cultures are easily inclined to cause disputes and conflicts between them.Therefore,it is of paramount necessityto establish a highly-efficient system which could guarantee the sound and effective cooperation between NGOs and the government in ethnic regions.This dissertationtakes R-NGO as the research objectand adopts qualitativeresearch methods such as case study,field study,and content analysis.While probing intothe cooperation between R-NGOs and the government,this dissertationis aimed to open the "black box"of the cooperation mechanism of government and R-NGOs and enrich the organization cooperation theory,which serves asa useful supplement to NGO organization theory,and is of great significance to promote the cooperation between R-NGOs and the government and thereby enhance the harmonious stability in ethnic regions.The content of this dissertation includes:(1)establishing an analysis framework of the cooperative mechanism of NGOs and governmentthroughliterature review of the existence basis of R-NGO,its cooperation basis with government,and the constructing basis of cooperative mechanism,and highlighting the components and analysis logic of the cooperative mechanism of R-NGO and the government.(2)Taking LX al-Tarigah in G province as the research case,this dissertation analyzes thoroughly through field workthe generation,development,organization structure,and function of Islam al-Tarigahand,and summarizes the characteristics and evolving law of it.(3)Taking the cooperative mechanism of R-NGO and government as basis,this dissertation mainly analyzes the key factors in analysis framework,namely,cooperative content,cooperative dynamics and cooperative pattern.In the research of cooperative contentbetween R-NGOs and the government,the content analysis research method was applied in cooperative behavior and attitude,and the main content of the cooperation is summarized.In the research of the cooperative pattern between R-NGO and government,the dissertation conducts the analysis from different dimensions of content,scope,key factors and importance and the relations in cooperation and classifies the cooperative pattern into leadership cooperative pattern,contract cooperative pattern,contingency cooperative pattern and networks cooperative pattern.The dissertation further analyzes the characteristics in the evolution of these cooperative patterns and puts forward that the networks cooperative pattern is the future development direction of the cooperation between R-NGO and government.In the research of the cooperative dynamics,the dissertation analyzes,on the one hand,the formation of cooperative dynamics of R-NGO and government throughqualitative study of cases and theoretical deduction and on the other hand,it sets up the model of cooperative dynamics mechanism,and conducts systematic dynamics simulation.(4)Based on Cooperative Game Theory,the dissertationanalyzes the key factors on the gaming balance between R-NGO and governmentand designs the relevant mechanism,which helps the final cooperation between R-NGOs and the government.The main conclusion drawn in this dissertation includes:(1)the R-NGO which is represented by Al-tarigah is driven by varioussocial factors.Its structure and function are changing towards a favorable direction for cooperation,which creates the conditions for its cooperation with government.(2)R-NGO is confronted with the challenge of unequal status in the cooperation with government and different attitude and behaviors of cooperation.However,both sides have great potentials of cooperationin public welfare,environmental governance,public safety and publicity and education.(3)The cooperative pattern of R-NGO and government is transiting from leadership cooperative pattern and contract cooperative pattern intocontingency pattern or network cooperative pattern.(4)There is a strong dynamics ofcooperation between R-NGO and the government,and the cooperation will keep intensifyingin a long term and finally reach a stable cooperative state.(5)The variables such as the conflicts,information asymmetry,and revenue allocation tend toinfluence the balance of cooperation between R-NGO and government.Therefore,it is important to establish relevant mechanismssuch as conflict adjustment mechanism,information communication mechanism,revenue allocation mechanism,and cooperative incentive mechanism.R-NGO,which presents various forms,is involving in such a complicated relationship with the government that it is hard to draw a fixed conclusion on the cooperation.The future research would focus on the basic theory of R-NGO,empirical test on the dynamics of the cooperationbetween R-NGO and the government,and a detailed study on cooperative mechanism of R-NGO and the government.
