Study On Benefit Sharing Mechanism Of Local Government Cooperation

In the background of the regional economic integration,the relationships among the local governments become more and more close in the government cooperation.The cooperation can help the local governments to warn the advent of the economic crisis,and the same time,it can also promote sustainable economic development and realize the interests.But,in view of the current situation,the mechanism of local government cooperation and benefit sharing has not yet been established,and it is not only hindered the development process of local government cooperation,but also curb the promotion of regional economic development.In the Honghu flood diversion and storage area,the economic development gap between cities is relatively large,and the level of development is uneven,so by the power of one side to improve economic development in the region,and improve the Honghu overall development strength is far from enough.These need that the local governments join forces,and on the basis of strengthening the all parties benefits,in a cooperative manner,to play their respective advantages to promote the comprehensive integration of resources.Hence,this paper takes the Honghu flood diversion and storage area as a case,through the use of empirical analysis,these are not only lift the barriers of the economic development in the region,but also can realize the rapid economic development of Hongh flood diversion and storage areas.At the same time,in the other field,it also provides guidance for the important decisions of the local government.The research content of this paper is divided into three parts: first,the first part of the thesis is introduction,and this part introduces the purpose of this topic,the research methods,the innovation od the thesis and the research status at home and the abroad,respectively from three aspects of regional economic integration,government cooperation and benefit sharing mechanism analysis the situation.And the second part is based on the related concepts and theories,and points out the problems and the analysis of the benefit sharing mechanism of Honghu flood-sharing area.The third part is the key part of this thesis,this paper introduces the concrete construction principle and path of the benefit sharing mechanism.In view of the current situation of Hongh flood diversion and storage basins,benefit sharing mechanism's owe advantages,many functions in the cooperation of local government,then analyzes and points out that the necessity of establishing interest sharing mechanism.At the same time,according to the problems existing in the benefit sharing mechanism of Hongh flood diversion and storage basins,to put forward concrete feasible path.
