Research Of Democratic Political Construction In Development Zone Of China

Since 1984 the CPC and the State Council of China has decided to create development zone in the coastal cities, rapid economic development in the zone has become the most important growth point in China’s economic development. As a product of the great reform and opening up, the development zone has assumed a deciding task in the economic development.Under the new historical conditions that the function of economic zone is transforming from single economic function to multiple functions, the original management system and the political system in the zone have fallen behind in economic development. The emergence of a situation that the economic base is incompatible with its superstructure, resulted in critical social issues and adverse consequences of power corruption. The real reason is the lack of democracy construction in the zone, resulting in weak oversight mechanisms of power and many social problems remaining unsolved in time. Imperfect democracy construction in the zone is partially derived from the pursuit of flexibility for the administration over rapid economic development and the overlook towards the people-oriented scientific development during the economic development.In order to solve social problems in various aspects and deal with the social contradictions, we should actively build democracy in the zone. Democracy construction in the zone should take the system of people’s congresses as its core, supplemented by deliberative democracy. Only a clear conception of such democracy in the zone could lead the better building of democracy itself. Besides, we should be fully aware of that the people-oriented scientific development and people’s sovereignty oversight role for democracy construction is of great importance to the construction of the democracy. For the existing NPC system in the zone, it must give its authority and legitimacy through the form of legislation. And we should seek how to make sure the deliberative democracy in the zone, which has not been fully built, be applied in an effective form in the process of the democracy construction.
