Regional national autonomy is the one big characteristic of our country political system, also is an important part of political modernization.Our country is stepping into the new period of development of speeding up socialist modernization. As well as material modernization, modern ideology, system modernization, etc develop further. Socialist political modernization is the whole of China people’s common modernization. The modernization of ethnic minority areas is in inferior position, because of the natural environment, the problems left over by history, is obvious in weak. Caring about and paying attention to the development of the minority nationality region has become currently an important subject in the process of modernization.This paper summarizes on the basis of previous studies, from the perspective of modernization, Enshi Tujia and Miao autonomous prefecture in the typical of the development of the minority nationality region research as the breakthrough point, trying to find out the influence on the minority nationality region grassroots political power construction and development factors, and put forward corresponding countermeasures.Firstly, the paper review of and summarizes the history of grassroots political power construction of the ethnic minority areas.Through the review of the lessons about the grassroots political power construction of the ethnic minority areas, form the feudal society, to the period of modern society(The northern warlords period, The kuomintang government period), especially analyse the characteristics and experience after the founding of new China practice regional national autonomy, it is found that if the ethnic problems is solved badly,not only influence the national unity and social stability, and even affect the country’s sovereignty and territorial integrity. Through the research, we realize the regional national autonomy theory is the scientific theory and basic basis to solve our country’s nationality problem,it puts forward by our party and state. According to the relevant national marxism theory, and combining with China’s specific historical conditions, we must take the policy of regional national autonomy as a theoretical guide,in the process of strengthening grassroots political power construction of the minority nationality region.On the basis of theoretical analysis,taking Enshi Tujia and Miao autonomous prefecture grassroots political power construction as the breakthrough point,we find the development factors to the construction of the grassroots political power of the minority nationality region. Since the reform and opening up policy, the case of Enshi Tujia and Miao autonomous prefecture develops speedily. Its "social transformation" features are relatively obvious and typical, grassroots political power construction has obtained the remarkable result. The main measures are:one is to further strengthen national unity and to strive to build a modern harmonious society.The second is to develop the economy, ramming material foundation for grassroots political power construction. The third is to strengthen the construction of the government.The fourth is to create a good political and cultural environment.Through these measures, seeks to effectively solve the problems, to further strengthen the minority areas grassroots political power construction, to promote the modernization, to make a certain contribution for regional national autonomy theory in the development and practice of the base.
