Research On Present Situation And Countermeasure Of Rural Women Participate In Villager Autonomy In Quyang County

With the continuous development and improvement of villager autonomy system in rural areas since the reform and opening up for nearly four decades,the sense of ownership among the peasants has also been strengthened and they have actively participated in villager autonomy.We should not ignore the legitimate rights and interests of rural women while peasants participate in the villager autonomy,they should participate in villager autonomy as well as men.This can reflect their participation ability,consciousness and initiative,as well as their social status in rural political construction.Due to many influences,rural women suffered many obstacles in their participation,they were unable to fully participate in rural political construction,they had no power and unable to play their role.So rural women have always been at a disadvantage.At present,there are still many problems in the process of rural women's participation in villager autonomy,so it is of great significance to study the issue of rural women's participation in villager autonomy.This paper is based on the social gender theory,participatory development theory and comprehensive human development theory,according to the logical thinking of "asking questions-analyzing problems-solving problems",adopted literature research,questionnaire survey and field interviews,collected and consulted the domestic and foreign relevant information about rural women participate in villager autonomy,questionnaires were distributed to villages in Quyang county,the present situation and existing problems of rural women's participation in villager autonomy in Quyang county were investigated through unstructured interviews,and obtained the beneficial extensibility data of this paper.The survey results show that there are three main problems in the process of rural women participating in villager autonomy in Quyang county: low participation ability,weak participation awareness,and weak participation initiative.Then,the reasons of the problems are analyzed from the four aspects of the system,society,traditional gender culture and itself: policies and regulations are not perfect enough,and there is no supervision mechanism to protect the election.The suppression of social media and the absence of groups;The traditional gender concept is deeply rooted and the cognition of gender role division is rigid.Cultural level is not high,right consciousness is weak.Based on the above investigation and research,put forward the corresponding countermeasures: strengthening the implementation of policies and regulations in rural areas,creating a favorable environment for participation,establishing a new gender culture and improving the capacity of rural women's participation.This paper is based on the actual situation of rural women participating in villager autonomy in Quyang county,find out the problems,analyze the causes of existing problems from the macro-level of society,culture,system and micro-level of individual farmers.It provides new research ideas and effective countermeasures for the related researches in Quyang county and other places.
