Civil servants at the grass-roots level is the foundamental work force for China’s government organs to implement administrative management tasks, and bear the task of handling public affairs and providing public services at the grassroots level.Their work efficiency and pressure are often related to personal health, family harmony, people’s happiness and social stability. To explore the scientific way of resolvingconflicts between work and family, but also help the government organization and personnel departments to be more reasonable and effective toarrange work task. Furthermore, it also enables junior civil servants to better deal with work and family conflict, help them to provide high quality and efficient service to the public as well as to improve the image of the government.And this will also contribute to the well-being and harmony of the family and to minimize and alleviatethe negative impact of work and family conflict.This Paper, based on the current situation of civil servants at the grass-roots level, takes the questionnaire survey method, to understand the specific situation of grass-roots civil servants work and family conflict and to explore the truth.The paper also based on the theory research and related conceptssupported by former Chinese and foreign experts, the paper exploresrelatedness between management support, colleague support, organizational support and the feeling of happiness and emotional commitment.Therefore, questionnaires are mianly carried out among civil servants inthe primary units in the administrative office of streets, or public personnel engaged in similar work. In order to make the research more universal and representative, we control the number of questionnaire to each department within a certain number, generally no more than 20, and the civil servants are scattered in different job positions. The main form of the questionnaire is the distribution of the paper-based questionnaire on the field, so that the civil servants in Street Administrative Office of the grass-roots unitsor those engaged in similar work accept the investigation. A total of 420 questionnaires were distributed, and 392 questionnaires were collected, thus the recovery rate was 93.33%. There were 371effective questionnaire, and theeffective recovery rate was88.33%.The research concludes that there is strong correlation between work-family conflict and the civil servants’ sense of happiness and organizational commitment. Further more, the management support, coworker support and organizational support, which were usually regarded as adjustment variables,are of strong adjusting functions towork-family conflicts.Based on this, this paper mainly discusses the relationship between the work family conflict, sense of happiness and emotional commitment to Organization of grass-roots civil servants. Based on the results of the research, this paper puts forward the scheme of easing the conflict between work and family..
