Grass-roots civil servants are the foundation and backbone of government management,and their performance level is directly related to the output of government departments.However,the low performance of grass-roots civil servants in current government departments is not uncommon.Therefore,how to improve the performance of grass-roots civil servants is a question deserving study in the field of public administration.In addition,China is a typical relational society,in which workplace relationships are embedded in individual's work and has an impact on individual work performance in an organization.Some scholars have proved that high-quality workplace relationships can positively predict employees' work performance,and found its importance to public organizations.However,in the context of public organizations in China,the specific mechanism of how workplace relationships affect the work performance of grass-roots civil servants has not been clearly described.In order to find out the black box,find out the relationship between workplace relationships and the work performance of grass-roots civil servants and the mechanism of its action,this study proposes the hypothesis that workplace relationships can positively predict the work performance of grass-roots civil servants basing on the existing theories,and discusses the mediating role of psychological empowerment and the moderating role of organizational commitment in the above-mentioned relationship.On the basis of literature review,this paper determines the questionnaire about workplace relationships,psychological empowerment,organizational commitment and work performance of civil servants.269 grass-roots civil servants in Gansu Province are selected as research samples to conduct questionnaire survey and collect first-hand data of empirical research.Using SPSS 25.0 and Amos 21.0 to analyze thecollected questionnaire data and test the hypotheses proposed in this study.The empirical results show that:(1)Workplace relationships is positively related to the work performance of grass-roots civil servants;(2)workplace relationships can affect the work performance of grass-roots civil servants through the mediating role of psychological empowerment;(3)organizational commitment positively moderates the relationship between workplace relationships and the work performance of grass-roots civil servants.The innovation of this study is to explore the workplace relationships in Chinese public organizations by combining the relationship between superior-subordinate and the relationship between peers,and to measure the extent to which grass-roots civil servants believe that their workplace relationships are generally high quality.And it expands the research scope of workplace relationships and work performance of grass-roots civil servants.
