The Research On The Construction Of Community Endowment In Small And Medium-sized City

From the end of the 20 th century, providing for the aged has drew attention of the whole society, as the problem of population aging has become more serious and more 4-2-1 family has come into being. To find the way to solve the problem, some new concept has been brought up or introduced, and one of them—community support for the old—causes public attention from government and scholars. On one hand, Influenced by traditional ideas, the aged are reluctant to go to nursing home, yet are willing to stay in the community which is familiar to them. On the other hand, the function of family supporting is degenerating, that is family members can hardly provide enough support for the aged. At the same time, the economic level of our country and limited financial resources makes high-welfare old-age security policy impossible for the moment. For these reasons, community endowment, relied on family and community, is an easier and cheaper way than others. There has already been much experience in developed areas such as Beijing or Shanghai. Now many cities regard community endowment as a livelihood project. Under this background, it has practical significance to discuss the system of community endowment in small and medium-sized cities.Experience of foreign or developed cities inland can be introduced and we should combining local conditions to build live welfare and pension system. Therefore, this article first introduce the concept of community care and research at home and abroad, and then elaborated the necessity and feasibility of the community endowment from three aspects, following the possibility is discussed from the aspect of theory and practice; after which the needs of the aged and the development of community endowment are analyzed according to data from social investigation; finally, according to the results of the analysis, put forward the basic principle, main framework and specific contents of construction, to provide the path selection and some proposals for the development of small and medium-sized city community endowment.
