Innovation is the inexhaustible motive impetus for the prosperity of a country. It sustains the progress of a nation. Small and Medium-sized Enterprise (SME) has strong capability of innovation in the market economy system. To stimulate the innovation of SME, the force of public service platforms of SME should be brought into play. As one of the national comprehensive strength hundred counties in China, SME plays an important part of the private economy in Shunde District, Foshan City. For the purpose of promoting the development of SME, Shunde government has achieved obvious effect by speeding up the construction and development of public service platforms for SME. However, it also appeared a lot of chaos and problems to be solved. Therefore, the study on the public service platforms of SME in Shunde district is helpful to find the existing obstacles and put forward the suggestions for the upgrade and transference of Shunde SME.This study takes the public service platforms for SME in Shunde district as a research object, based on the logic of "putting forward the problem, analyzing the problem and solving the problem", and adopts the methods of literature analysis, empirical analysis, comparative analysis and system analysis. Firstly, relational concepts are defined. The theory of the Regional Innovation System (RIS) and the New Public Service is using to build the foundation of the analysis. Secondly, analyze the main problems of public service platforms based on The Positive Analysis. Thirdly, learn the advanced experiences of German, America, Japan form several directions., including laws and regulations, operational mechanism, development pattern, environment building. Finally, following counterpolicies are recommending:strengthening leadership and understanding, accelerating the transformation of government functions, establishing and perfecting the relevant systems, promotting the standard operation, increasing government support, innovating government support mechanism, optimizing social resources integration, promoting the construction of professional ability, perfecting environment construction, and create a good atmosphere for development.
