Research On Land Administrative Responsibilities Of County Government In China

As China’s modernization, urbanization continues to accelerate, increasing land demand for various industries. Due to the scarcity of land resources and indicators of land planning and controlling, supply and demand has led to a very sharp. Increasingly rapid reduction of arable land. While the illegal land use cases by government often occur. Therefore clear land administrative responsibilities of governments at all levels, protecting cultivated land and food security are very important. The county government belongs to the local government; it undertakes the important responsibility of cultivated land protection policy. If the responsibility is not clear or the performance is poor, China’s food security is difficult to be effectively protected.In this paper, responsible government theory and unified theory of rights and responsibilities are the research foundation. According to the relevant laws and regulations on land, refining, summarizing the content of the county government land administrative responsibility. Including three aspects:ensuring sustainable land use, the land market order, and safeguard the land rights and interests. This paper argues that our government has made certain achievements in duty:Firstly, improved the preparation of land use planning; Secondly, Continued market land allocation; Again, the rural land ownership has made great achievements; Finally, information technology is widely used in land survey work. But there still have a series of problems:such as arbitrariness planning adjustments and modifications、lower quality arable land delineated and complementary、the county does not regulate the land market access、illegal land property rights violations and so on. The main cause of these problems lies on land administration responsibilities under fuzzy、cross responsibilities between different departments、various ancillary systems have defects. In order to achieving the goal of sustainable land use、protecting the interests of farmers’ land. Must be improved in the following areas and the strict supervision of the county government land to fulfill administrative responsibilities:First, it should be clear and specific content of the administrative responsibilities of the county government land in laws and regulations; Second, improve the responsibility to fulfill the monitoring, evaluation, accountability system, strict accountability to the government of illegal land use tube responsibility; Finally, the establishment of mechanisms for joint responsibility of county government departments.
