Is there any difference at internal consumer groups? On the current situation of China, there is difference at internal consumer groups. since thirty years of reforming and opening up, china’s social economy has made great achievement, people’s living standard has been greatly improved, but what the people can’t be ignored is that China’s urban-rural gap between the rich and the poor continues to expand. At present, farmers’ income in China is still at a low level. Relative to the operators, rural consumers has its own characteristics with respect to urban consumers. It is because of these characteristics of the rural consumers, the rural consumer market is flooded with fake and shoddy goods, which seriously infringed the interests of consumers in rural areas. Rural consumers are in a more serious weak position than urban consumers.Consumers is one of the main part of Economic law, who gets more protection from Economic law. Rural consumers as a vulnerable group of consumers groups, whether they can be included in the Economic law for special protection as a new vulnerable group? How can be the rural consumers be included in the vision of the Economic law? Who is the main demand for the rural consumers becoming the main part of Economic law?In response to these problems, the article leads to the theme-whether rural consumers should be given special protection and how to give rural consumers special protection, by the product quality problems occurred during the implement process of Rural Appliance Rebate Program which have made damage to the rural consumers. In order to research this problem, I analyzed the definition of rural consumers, and from three aspects include consumer groups internal differences、the absence of legal research process "rural" and "farmers" and within the subdivision between vulnerable groups to analyze why I want to put forward the concept of rural consumers. The particularity existing at rural consumers in culture level, the degree of lack of information, income level, virtual home of the rights of consumers in rural areas, rural left-behind population, points out the necessity of the existence of the concept of rural consumers. The article demonstrates the necessity to include the rural consumers into the vision of economic law and give special protection to rural consumers from the judicial level and the economic law level.Then, I pointed out that on the legislative front of the protection of rural consumers, China does not take into account the special nature of the rural consumers in the urban-rural dual system, by analyzing the status of China’s rural consumers protection, which makes the rural consumers can’t get perfect protection on the legislative front; On the administrative side, the lax enforcement of the executive authorities, the lack of effective co-ordination between the administrative authorities, enforcement measures and the law enforcement process are not transparent, which make the interests of rural consumers can’t be effectively protected; In the administration of justice, due to the litigation system in China, there exists high cost for rural consumers to protect their interests through litigation; there also exists own shortcomings for the power of the people to protect rural consumers interests.Finally, I believe that China should increase legislative spending and improve the legal system of the rural consumer protection; strengthen the construction of rural law enforcement team and the supervision of the rural market; build related litigation legal system; strengthen the role of community supervision, and increase investment in rural consumer advocacy capacity, from these measures I expect to be able to be effectively protected the interests of consumers in rural areas.
