In recent years, an unlawful industrial chain of dog and cat’s consumation enlarges quietly along with the increasingly popular of pets with the public. Since around the year of 2005, a kind of relief campaign for being centralized cats and dogs, as to the mercy to pets, has be born and developed and hit the peak of the confrontation esoecially on 2014 Jinhua Dog-Eating Day. As a mass movement, these relif campaigns in various cities in China have caught the media’s attention but also give rise to a series of soical problems. This paper studies the issues this campaign leads to and the relevant potential causes in order to offer an legislative proposal to settle down the issues relavant to the relief campaign.This paper is mainly divided into five parts: in the first part, I introduce the history and social background of this campaign and try to tell the rationality of the movement via its emotion and disease transmission background.The second and third part focuses on the related legal and social problems result from the relief campaigns which are happened in the process of cat/dog transportation and in the slaughter places. The legal issues involving the campaign in the transportation are: the source of the animals, epidemic prevention and quarantine,animal welfare issues, highway can intercept problem and the public disorder; the issues in the slaughter places mainly are: relevant to butcher and quarantine, assembly demonstrations, block transaction,ect. In the last part, I try to offer an legislative proposal with the consideration of the international legislative experience, in order to solve the problems concerning the relief campaign for centralized cats and dogs.
