In the 21 th century, the public charity develops rapidly as the part of the social security system and social welfare. With the improvement of living, spiritual life satisfaction becomes the focus of people’s pursuit. The public charity provides people with a platform to meet the spiritual needs of by its efficient mode, which satisfy the riches and help those who need help. But the problems come out, due to the improper positioning of the role of Government and some of the functions offside and absence, Public charity in China began to appear a number of developing problems. Besides dealing the problems of organization itself, analysis of the position and the role of Government, giving solutions is another key to help the Public charity in development in China.In this paper, we chose Public charity as the background, the city government of Changchun City, Jilin Province as an example, to discuss the role of City Government in charity. Via methods of reading literature, problem analysis, samples analysis, field research to systematically analyze the problems and discussion, made targeted recommendations and countermeasures on the role of Government. With the development of China’s social transition, public charities are not only affecting the perfection of social security system, but also react the supervision on government credibility by citizens.
