Since the beginning of the reform and opening, China's political, economic and social transformation is under the acceleration and deepening. Philanthropy, as an important supplement to social security system, plays an increasingly evident role in social management. As an organizational vehicle of philanthropy, charity organizations take a fairly important part in the following aspects, such as distributing social resources, helping the disadvantaged, building the harmonious society and social governance innovation. Moreover, whether the charity organization get a healthy and sustainable development and actively play their function are closely related to its credibility, which also is an important measurement of its own level of development. However, there is a low level of development and performance, non-independence, non-transparent information as well as other issues in charity organizations, which affect the charity image in the public mind. Especially after "Guo Meimei" incident in 2011 and a serial of charity scandals, the charity organizations have been put in the teeth of the storm and mired in a crisis of confidence. How to enhance the credibility of charity organizations need us to reflect on urgently.Based on the theory of voluntary failure and social governance, this paper describes the current situation of the credibility of charity organization in China, and analyzes the problems exiting in the government construction of public trust. We should see that in the government-led philanthropy development processing, there is a lack of balance between government and charity organization, government uncertain orientation of vacancy and offside, imperfection of philanthropic management system, and so on. It makes charity organization short of autonomy and weak in the management and development such that the credibility is not high. Therefore, the government, as a public affairs manager, should re-exam its own role to assume major responsibility for the credibility of the charity remodeling. In reference to the successful experience of the United States, Britain and Japan government in charity organization construction, we concluded that our government should perfect the laws and regulation system, straighten out its relationship with charity organization and improve related institutions to promote the function of government in the charity organization credibility construction.
