China has been a large agricultural country since ancient times.The "three rural" issue is a fundamental issue concerning the national economy and people's livelihood,and is highly valued by the party and the country.The report of the 19 th National Congress of the Communist Party of China put forward for the first time the priority of agricultural and rural development,adhere to the dominant position of farmers,and implement the rural revitalization strategy,this is the new deployment,new requirements,and new strategy made by the Party Central Committee for the work concerning agriculture,rural areas and farmers based on the entry of socialism with Chinese characteristics into the new era.The key element and fundamental guarantee for the implementation of the rural revitalization strategy is the rejuvenation of rural talents,this requires the active participation and joint efforts of grass-roots township governments and rural autonomous organizations,especially the majority of villagers,to build a cooperative governance model combining "top-down" and "bottom-up" to achieve the goal of good governance in rural areas.Although many scholars at home and abroad have very rich research results on rural governance,which provide certain experience and guidance for the current rural governance work in China,most of these research results lack consideration of the actual situation of rural governance in China,cannot highlight the individuality and characteristics of China's public participation in rural governance,and most of the research focuses on the discussion of rural governance models,while diluting the attention and analysis of the subjects of rural governance.Therefore,from the perspective of governance subject,this paper discusses the current situation and future development direction of public participation in rural governance in China.In general,the research content of this paper consists of three parts.The first part is theoretical research.First,introduce the research background,purpose and significance of this paper,and comb the domestic and foreign research literature on public participation in rural governance,establish the research framework and research methods of this paper.Secondly,define related core concepts,identify the governance theory,polycentric governance theory,and good governance theory as the theoretical basis for this paper.Finally,based on the theoretical research basis of this paper,analyzes the various factors that may affect the effectiveness of public participation in rural governance.The second part is empirical research.Design the measurement standard of effective public participation in rural governance,and propose six research hypotheses for relevant empirical analysis.Select X township to collect relevant data through questionnaire,use SPSS20.0 software to factor analysis and descriptive statistical analysis of public participation in rural governance conduct,then use the binary logistic model to perform regression analysis on the public's willingness to participate in rural governance.Finally,the analysis results verify that the relevant research hypotheses presented in this paper are valid.The third part is countermeasure research.Aiming at the problems existing in the process of public participation in rural governance,and contact the causes of these problems,this paper puts forward suggestions to improve the effectiveness of public participation in rural governance.
