The Functions Of Ideological And Political Education In The Honesty Construction Of Civil Servants

Civil servants are the main forces of the Party and the government to govern a state, the executors of the Party’s and government’s policies, laws and regulations,the leaders and implementers of conducting public business at all levels, and also the models of the people. That is, every word and action of civil servants could lead the people’s words and actions, the ethical standards of the people and the entire society are directly determined by civil servants’. Thus the Party and government have always pay attention to the honesty constructions of civil servants. Mr. Xi stressed that the ideological and political education should put in the first place in the process of honesty constructions of civil servants. On account of the ideological and political education is the education activity based on a consensus of taking honest as glory,and corruption as shame. It is to enable the educatees to form honest consciousness and behaviors consciously, suppress the greed and arouse human kindness of the mankind through education. It tends to specify and represent the moral choice and moral pursuit of national political activities, is the basic construction of anti-corruption, is the effective measure to solve and reduce corruption, and it has a fundamental role in honesty constructions of civil servants.Based on these, and also concerning the problems both in theories and practices in ideological and political education in our country, according to the connotation and essence of ideological and political education in the honesty constructions of civil servants,and summarizing and studying internal and international experiences in this field. Secondly, from the perspective of the relationship between ideal belief and political and moral culture,further elaborated on the subject and object of ideological and political education,and deeply analyzes the relationship between ideological and political education and honesty constructions of civil servants. Finally,it discusses the importance and effect of ideological and political education in the honesty constructions of civil servants.The third part analyzes the current situation of ideological and political education in the honesty constructions of civil servants in our country. Firstly, it elaborates the achievements of ideological and political education, and summarizes valuable practical experience. Secondly, it expounds the problems at educational contents,methods and system in ideological and political education.
