Research Report On Community Correction In Harbin

Community correction complies with the international social execution history and current trends of execution as a kind of non imprisonment penalty for the execution of prisoners in the community. Because the existence and the occurrence of crimes are inevitable, the mitigation of punishment is the best choice and way of direction. Community correction as innovation mode of the punishment practice in China is following this trend. We have carried out in-depth analysis and reflection on theory, practice and the construction of the rules of law after more than ten years of pilot. It is necessary for the healthy development of community correction. Community correction work in Harbin was formally launched in 2007. In recent years, although there has been some development in practice, many difficulties and problems are still being faced. In this context, it is significant to carry out careful study of Harbin community correction problems existing in the construction of the system, the analysis of the essence and the root of the causes, exploration the scientific approaches in the community corrections system construction for the construction of a socialist harmonious society and promotion of social stability and development.The paper firstly takes the community correction as the research object to describe and illustrate the research background, purpose, meaning, domestic and foreign research review, the basic situation of Chinese community correction, research methods and research content of the subject in the introductory part. Then, by analyzing the connotation and the characteristics of community correction, it analyzes the practical value and significance of China community correction. Finally, it makes theoretical analysis of the main problems of Harbin community correction in the aspect of law, the correction work level and the guarantee level by using research contrast at home and abroad and theoretical and practical methods to reveals the main problems and the corresponding reasons in Harbin community correction system in the process of continuous development. The paper also puts forward the system construction method and suggestions to perfect local legislation, strengthen institutions and the team and establish a mechanism for fund guarantee, as well as the perfect the security system and other measures which are used to trigger the faster development of community correction system in Harbin with the prospect to improve Harbin community correction work, promote the construction of harmonious society and the develop China’s democracy and legislature.
