Administrative Dilemma And Countermeasures Of Neighboring Governments' Conflicts

Along with the continuous progress of China's modernization,urbanization and development of information technologies,China is now confronted with unprecedented opportunities and has entered a vital period of social transformation in which social contradictions occur frequently.More and more rural residents are pouring into the city on a large scale,which has caused the rapid expansion of urban population,brought great pressure to the public service facilities in the city,and put forward higher requirements for the management capabilities of urban public service.In the face of the growing social call,the construction of public facilities supporting the public has become a potential contradiction between the masses and the public sector,and the government urgently needs the functions of the government to perform its political,economic and social services.The construction of public facilities to serve residents,convenient life production and so on,will promote the level of local economic and cultural development in different aspects,but it inevitably brings negative effects.In recent years,nimby conflicts have occurred frequently in China with increase in volume and severity and show strong identities in cause,influence and scale,which raises new transformation challenges for local governance.Based on the literature research both at home and abroad,this dissertation has comprehensively sorted out the causes and consequences of the nimby problem and the status quo of the local government's solution strategy,as well as defining and elaborating the cores of concepts like "nimby facilities","nimby conflict " and "governance model";Supporting by case analysis and empirical research approaches,the background and basic experience of the event happened in Jiuhua waste incineration plant in Xiangtan are discussed retrospectively from the perspective of participatory governance.Relevant background and general experiences are analyzed and aims at figuring out the revealed deficiencies of local government like the lack of governance principles,block of decision mechanisms and game governance dilemma under multi-dimensional benefit.This paper adopts the theory of human nature hypothesis,new public service theory and stakeholder theory flexibly.From a multiple perspective,this paper explores the direct causes and internal contradictions of the occurrence of nimby conflict,and puts forward the avoidance strategy of nimby conflict: first,build up andstrengthen the basic power of the government through the promotion of coordination mechanism between government departments;second,open up consultative negotiations and communication channels constantly;third,alter the government's decision-making mechanism and governance model based on perspective of participatory governance,smooth the expression mechanism of public opinion,and emphasize the importance of information disclosure;fourth,stress the importance of the participation of the third party technology in the solution of nimby conflicts,and propose appropriate construction plan of a diversified benefit compensation mechanism;fifth,formulate and improve relevant laws that are not limited to the nimby facilities themselves,make use of a comprehensive legal support system and the rule of law that people bear in mind to avoid conflict and achieve scientific governance.At last,the article tries to explore a new way during nimby conflicts governance for the transformation of local government governance system.As one of the core connotations of governance theory,"Participatory Governance" provides a new perspective for local governments to solve practical public management problems and transformation management mode.Taking participatory governance as the path of local government transformation is not only the need of combination of theory and practice,but also the requirement of optimizing public decision-making mechanisms,promoting the relationship between citizen and government,promoting governance to good governance and realizing the modernization of the national governance system and the ability of governance.
