Research On The Construction Of "Destiny Community" Between China And The Neighboring Countries With The Perspective Of Social Identity

With the development of China’s comprehensive national strength, and the transformation of international situation. In recent years, China has paid high attention to neighboring diplomacy, and rose periphery diplomacy to a new level. The stability of China’s surrounding situation has a great effect on whether China could rise successfully and complete the last few kilometers before the terminal point of national rejuvenation. Thus, the concept of "Surrounding destiny community " has came into being in this background. The idea of "Surrounding destiny community " develops from the foundation of original periphery diplomatic work. This is a regional integration process which covers not only the "periphery is the first" idea in previous diplomatic work, but also the conception of shaping firm and comprehensive relations with neighboring countries. Eventually forming "common destiny" with neighboring countries which includes interdependent economy, interconnecting infrastructure, political mutual trust, and popular feeling blend. It is con not to reach such a "Destiny Community" in a short time. It will take long term effort and specific policies ranging from material level to spiritual level. Because of the representative relationship between China and Pakistan, this paper take "China--Pakistan Destiny Community" for instance to have a specific analysis.China is facing prominent economic structural contradictions at president stage. We need to change the development model and carry on supply-side reform. Exporting the overcapacity has great relation with the stability of domestic economy and employment rate. Transferring the excessive production capacity will also drive economic growth of neighboring countries. Except economic contradiction, China is confronting urgent security problems. " Three forces " is always a threat to public order and national security.At the international level, the international force pattern is undergoing profound changes.The development of China strength has already caused alert of some conservative powers (the United States) and the countries have maritime disputes with China. From the eastern territorial waters to western inland, China does not have a tranquil surrounding. All these domestic and international factors require China to establish close relations with neighboring countries, and to build a stable strategic backing band. This is both realistic needs and historical experience of the rise of great powers.To explore how to build "Destiny Community ", it is necessary to explore its origin. The concept of "community" originally belong to the category of sociology. The 19th century German sociologist Ferdinand Tonnies made early theoretical explanation on "Community". "Community" can refer to both material density and spiritual density of human group. With the development of inter-discipline, concept of "community" has been gradually introduced into the international political science. Some scholars believe that "community" is no longer based on kinship or ethnic group, but based on "Cooperation". Accordingly, the article conclude that the pattern and approach of shaping "Surrounding Destiny Community" should be: To build an adjacent international community with both material density and spiritual density, by the way of creating a regional organization as well as promoting economic, political and cultural cooperation in all aspects.This article explores how to build China’s surrounding destiny community in the category of social identity. This paper refers to cognitive psychology and social constructivism to discusses how to create identity among human groups on micro and macro levels respectively.On micro level, human beings generally have "inner-group favoritism" and "out-group hostility" phenomenon. The emphasis of building inter-group identity is how to expand the "inner-group" border. Two strategies could eliminate the inter-group boundaries. The first one is contact and interaction between groups, especially some long-term institutional interaction of people who have equal social status and the flow of personnel between groups. These could produce good results. The second is to change the comparative dimension: strengthen the common understanding of both sides through the way of comparing with a third party.On macro level, the focus is shaping the "shared idea" between China and its neighboring countries and changing the inter-regional relations from "Locke culture" to "Kant culture". Four strategies could promoting the formation of collective identity. The first is "imitation", making Chinese development become a model for neighboring countries to learn and imitate, and shaping the collective identity through the "imitation". The second is " social learning", there is a psychological effect called "mirror reaction" ("reflection evaluation") in human being’s social behaviors, embodied in inter-state relations, if the greater power treat the smaller power in friend way, the smaller power will "learn" the friendly attitude and respond in the same way. Through such "social learning", China could spread the "destiny community" consciousness in neighboring countries. The third is "interdependence", we usually know "interdependence" concept in liberalism theory, mainly related to material interdependence. While the "interdependence" in this article mainly related to the spiritual interdependence. There are two ways to achieve the spiritual interdependence, one is increasing material interdependence to promote spiritual interdependence; another is creating a cooperation textual environment through "language communication". The fourth strategy is "self-restraint", during the process of interaction, only when the actor make sure that its interests will be respected, it will associate with the lager actor closely and even share the common idea. Thus, when greater powers (China) contact with other countries (vicinity), "self-restraint" will contribute to the formation of trust, and this trust is an important guarantee of forming "collective identity".
