A Study Of "Community Of Common Destiny" In The Perspective Of Constructivism

With the deep change of international society and the rapid rise of China,it is apparent that China is becoming more like a global power,and China diplomacy has to shoulder much more responsibilities and missions.At the urging of situation,we see some new diplomatic concepts of China,including “Community of Common Destiny”.“Community of Common Destiny” was first proposed in China's Peaceful Development in 2011,and its connotation is enriched and specialized after the 18 th National Congress of the Communist Party of China.President Xi Jinping has been talking about “Community of Common Destiny” for many times in different occasions,where he expound this diplomatic concepts and took initiative to build a community of shared future for mankind with other countries.As an outcome that Chinese leader thought carefully and summarized deeply on the international and domestic backgrounds,“Community of Common Destiny” has become a vital part of the diplomatic thinking of Xi.From the international background,all countries have become increasingly interdependence because of the globalization,but they also have to suffer different kinds of global issues together.From the domestic background,China has chosen the Path of Peaceful Development which not allows any following diplomatic concepts of China to deviate from it.This paper tries to research on “Community of Common Destiny” under the vision of constructivism,which recognizes the “Community of Common Destiny” as a kind of culture.The review of “Community of Common Destiny” shows that most of the Chinese scholars ignore the systematic study and that few scholars can use the theory of international relations to develop academic study on “Community of Common Destiny”.There are no foreign scholars who study “Community of Common Destiny” directly,but some constructivists have set a relatively mature theory of "Security Communities",which gives this paper a great inspiration.Different cultures in the international politics are the major study of constructivists,and the culture is the core of constructivism.The culture in the international politics is located in unit level and systemic level simultaneously.The unit-culture is private knowledge,while thesystem-culture is common knowledge.The unit-culture can be translated into the system-culture under certain conditions.On one hand,“Community of Common Destiny”,which is proposed by China and is influenced by the Chinese traditional culture of peace and cooperation,belongs to a kind of unit-culture essentially.On the other hand,“Community of Common Destiny”,which is initiated by China and concerns different international issues,aims at becoming a kind of system-culture.Therefore,“Community of Common Destiny” is a dynamic culture and a social fact under construction.“Community of Common Destiny” has got the independent ontology in the dynamic process,and it can produce the effect of social construction.Constructivism thinks that actors and culture can construct each other.Culture can construct the identities and interests of state,so“Community of Common Destiny” helps to construct the collective identity and common interests among the countries.Besides,“Community of Common Destiny”,which is temporarily meeting the second level of "Security Communities" now,does not reach its final and ideal culture-form.However,as China continue to push and collective identity between countries gradually set up,“Community of Common Destiny” will construct the top level of "Security Communities".Considering the reality of international relations,the goal that “Community of Common Destiny” can be accepted by other countries will still face some challenges.Firstly,there are gaps between countries because of the differences.Secondly,there are contradictions or conflicts within and between countries.Thirdly,US contains “Community of Common Destiny” for the purpose of maintaining hegemony.In order to cope with these challenges,China needs to design the specific paths of constructing “Community of Common Destiny”.Firstly,China should make great efforts to build Global Partnership Network and “One belt,One road”.Secondly,China needs to advocate the consultative democracy in international relations,and Chinese diplomacy need to be more initiative.Thirdly,China needs to work hard to build a new model of major-country relationship between China and the United States and to construct a “Community of Common Destiny” with neighboring countries primarily.
