The rule of law means that the countriy is ruled by law as the supreme authority. The rule of law is embodied in:the law is supreme, the power is checked and balanced, and the society is full of fairness and justice. The ultimate purpose of the rule of law is to achieve the good social through the good law. The administration of officials originally means the style of local officials and governance. In this paper, it is defined as a hierarchy within the bureaucratic system on official management system. The administration of officials is how to standardize the management officials as well as how to standardize the management of the officials.
