Problems And Countermeasures Of Floating Population Management In Lian Xin Street, Chengdu

With the reform and opening up in the 1980 s,the rapid development of the economy and society led to a large number of floating population from rural to urban areas.With the development of the economy,the urbanization process accelerated,the quality,quantity of the floating population,and the way of floating has changed a lot.The floating population enters a completely unfamiliar environment and faces various problems and difficulties.The management of floating population is a difficult problem for China's cities,especially large cities with concentrated floating population.On October 24,2008,the Chengdu Municipal People's Government Floating Population Service Management Office(Floating Population Management Office)was established.Although the government has adopted a corresponding management method,there are still some problems.Taking Lianxin Street in Chengdu as an example,a considerable part of the floating population is still in a vacuum of management.At the same time,the diversification of management subjects,Based on the active registration of the floating population in the community,the management mode of the coordinator and the police station can not adapt to the real-time tracking and management services of the floating population.This paper chooses Lianxin Street in Chengdu,a relatively densely populated area,as an example.It will use literature research,survey interviews and other research methods.Based on literature review and theoretical analysis,it tries to use the theory of synergy and new public service as a guide.With the focus on the minimum management unit street community of the floating population,this paper analyzes the problems existing in the current community floating population management and finds out the internal causes of the problems in the management of the floating population.At the same time,taking some good experiences of floating population management at home and abroad as a reference,we put forward suggestions for improvement from the four dimensions of management subject,management object,management method and mechanism.The work of floating population is the premise of the management of floating population.Due to the high mobility of the floating population and the use of a large amount of human,material and financial resources for statistical work;therefore,from the data collection of floating population,this paper proposes to use the latest IT technology such as Big Data and identification technologies and other means to reduce the management staff configuration in the process of floating population statistics,improve collection efficiency and statistical accuracy,so that management entities can provide public services to the floating population more efficiently,so that the floating population can better serve local economic development.Starting from the current situation of street and community management,this paper focuses on the key crux of household registration and floating population management,and analyses the main problems of its management.With the tools of public service theory,synergy theory and IT technology,this paper analyses the achievements in the management of floating population in Lianxin Street,Chengdu,and the key problems and origins in the service management.Because of this,and combined with information technology means,put forward practical countermeasures and suggestions,hoping to provide some reference and help for the management of the floating population in the grass-roots streets and urban communities throughout the country through the study of this topic.
