Study On The Construction Of Rural Public Welfare Of Wujiang Economic And Technology Development Zone

Gernerally speaking, the public covers, directly or indirectly, for public economic activity, social activities and living service departments, organizations, enterprises and their facilities. Public welfare undertakings in our country mainly include aid relief, cultural education, health, sports, environmental protection, social and public facilities construction, and promote social development and progress of other social and public welfare undertakings.Rural public welfare undertakings produce and provide rural public goods in the scope of village. It should be produced and provided within the scope of administrative villages, by public finance, rural collective, and the private sector.The development level of rural public welfare is very important for agricultural production,farmer’s income, rural prosperity and social development.Under the background of urbanization,the poor rural public welfare is not adapt to the times.It also restricts the development of rural economy, affect the harmony of rural civilization and the progress of the whole society. Only the rural public welfare develope, the gap between urban and rural areas will be gradually reduced, the target of building a well-off society in rural areas can be realized.The development level of rural public service in Wujiang economic and Technological Development Zone is relatively slow, and there are many problems:,the imbalance of the rural public infrastructure supply structure, project decision-making difficulties of rural public utilities, pu etc.. The main reasons are: a single main supply, the shortage of funds, notdecision-making mechanism is not perfect, lack of effective supervision and management mechanism etc.. In order to solve these problems, we need more channels to raise funds, establish and improve the market supply channels, adjust the industrial structure, improve agricultural technology, establish and perfect the supervision mechanism etc..The research purpose of this thesis is based on the domestic and foreign research on the construction of rural public welfare,combined with the rural public welfare of Wujiang economic and technological development zone. It analyzes the success and shortage of the constr uction of rural public welfare in Wujiang economic and technological development zone.It puts forward some feasible suggestions and solutions, and provides the theoretical and practical basis for the policy development of Wujiang district government.
