Construction Of Public Public Cemetery In Huaiyin District:Current Situation,Problems And Countermeasures

Promoting the construction of urban and rural public welfare cemeteries and ensuring the basic funeral needs of people is an important part of safeguarding the basic rights and interests of urban and rural residents and improving the social system.Due to various reasons,the infrastructure of the public welfare cemetery(ashes of tombs)in Huaiyin District of Huai'an City is weak,and the lack of public welfare cemeteries is inconsistent with the demand for mass burial.This not only limits the depth of the funeral reform,but also affects the progress of ecological civilization and the construction of a well-to-do society to some extent.This paper aims at maximizing public benefit,using public management theory and public economic theory to sort out and construct the current situation,problems and countermeasures for the construction of public welfare cemetery in Huaiyin district of Huai'an City,Jiangsu Province.This article mainly adopts the method of induction and analysis to logically classify the types of public welfare cemetery in Huaiyin District.Based on the consideration of the maximization of public interests,this paper puts forward the innovative ideas of responsible construction of the civil affairs and management of the township and townships.The key point is to combine the results of the investigation,analyze the effectiveness of the measures,and then design a feasible plan with "clear responsibility,separation of management and management" for existing problems,which can be used for reference by local governments for governance.This article is divided into five parts,which will systematically explain and analyze the current situation and existing problems of the urban and rural public welfare cemetery in Huaiyin District.The first and the second part talk about the research background,the meaning and basic characteristics of the public welfare cemetery,the research significance,and the research methods and mainly includes the basic situation of Huaiyin District,the funeral industry in Huaiyin District,and the development status and existing problems of public and private cemetery in urban and rural areas.The third part includes the analysis of the causes of the construction of public welfare cemetery in Huaiyin District.The fourth chapter includes relevant countermeasures for the construction of public welfare cemetery in Huaiyin District.Chapter 5 includes summary and outlook.
