Currently, the value orientation of Chinese country governance policies is becoming more emphasizing public service and multiple participation. According to this specific change, policy makers and scholars think highly of the importance of social organizations in country governance.《On Comprehensively Deepening Reform of the CPC Central Committee Decision on Major Issues》 passed on the Third Plenary Session of the 18 th Central Committee of the Communist Party has mentioned “Social organizations”13 times, and highlights that: “the affairs which are appropriate for social organizations to offer public services and solutions should let social organization take the lead. In order to develop social organizations, the country should give priority to cultivate the organizations of trade association and commerce type、scientific type、 public benefit charity type and urban and rural community service type. These sorts of organization could apply for registration according to law directly. This shows government had already realized the role of social organizations in country governance. As an essential component of social organization in our country, public benefit social organizations have become the key carrier to support the development of social service undertaking; they played an important role in the process of strengthening society construction and innovating mechanism of social governance system. The development of public benefit social organizations is not only under the restrict of economic environment、political settings and society surroundings, but also confined in institutional contexts. Sounding and perfecting the institutional contexts is the critical part to promote the development of public benefit social organizations, and the realistic and important task needed to be solved in the process of innovating mechanism of social governance system.This research combined documentary study and case study to collect research date and materials. 7 public benefit social organizations in Y district of Changsha were selected for field survey, and after having depth interviews with the heads of 7 organizations about the intrinsic mechanism of public benefit social organizations, analyzed the deeper institutional factors which affect the development of public benefit social organizations from the perspective of institutional contexts, in the end offered a set of system options to government units about giving impetus to public benefit social organizations to develop healthily and prosperously.The research results revealed that talents system and organizations fostering system are the main factors affect most of the development public benefit social organizations in China. The insufficient in talent system embodied in 2 aspects, firstly, the appraisal program, including qualification and professional reputation, secondly, the incentive system, including the compensation system、social security system and promotional system. And the deficiencies in organizations fostering system also have 2 parts, the first is the incubator system, and the second is personnel management system. In order to achieve the goal of keeping public benefit social organizations to develop healthily and prosperously, their institutional contexts should be improved through sounding and perfecting the related laws and policies. On the macro level, strengthen the construction of cultural system, firstly, enhance awareness of the law, improving the legislation level of public benefit social organizations; secondly, reinforce the ideological acknowledgments, realized the function of public benefit social organizations; thirdly, nurturing citizen consciousness, increasing the professional reputation of public benefit social organizations. From the meso level, perfect the supervision management system: firstly, sounding the evaluation system, secondly, educing the social supervision; and thirdly, improving the fiscal and taxation system. From the micro level, consolidate the ability construction: firstly, innovating the talent working mechanism; secondly, perfecting the incubator system; thirdly, valuing the importance of market cultivation.
