On The Path Of Reform Of Institutions In China

Institutions are unique to the organization, according to incomplete statistics, China’s current total of 1260000 institutions, a total of about 30000000 official staff, while there are 9000000 retirees, the total number of more than 40000000. The wide existence and development of public institution is a feature of our country’s economic and social life. However, institutional mechanisms and other factors, the development of institutions and the reform and opening up, and economic and social development is not compatible with the economic and social development of the problem, such as the Department of the respective division, the majority of small and full; management staff accounted for too small, low degree of specialization; basic compliance with administrative management, administrative tendency is serious, endogenous power and vitality, etc.These problems are exacerbated by the public service and public resources, the impact of national governance, is not conducive to economic and social development and improve the living standards of the people. Deepening the reform of public institutions, has become an urgent task.In this paper, the reform path of Jiangsu province quality supervision system as an example, the path of the reform of our country’s institutions were studied. Mainly in the form of basic understanding, a clear understanding of the objective reality, a comprehensive analysis of the reasons, based on the more in line with the actual situation of local administrative reform path, the full text can be divided into three parts:The first part is the first and the two or three chapter, the author takes the Jiangsu province quality supervision system reform as an example, expounds the historical evolution of Jiangsu special inspection institution, explains the reform situation of the special inspection institution, summarizes the problems existing in the reform, and summarizes the reasons for the reform of the special inspection institution.The second part is the fourth chapter, through the first three chapters analysis of quality supervision system in Jiangsu special inspection institutions reform, the author sums up the constraints of the current institution reform in China for several reasons:(a) political relations disorder;(b) with system of rigid;(c) incentive constraint mechanism is not perfect;(d) a rigid system;(e) the legal system is not perfect.The third part is the fifth, six and seven three chapters, the author expounds and analyzes the reform of Jiangsu province’s quality supervision system and the reform of Jiangsu Province, and puts forward some suggestions on the reform.
