The Legal Status And Improvement Of Public Security Micro-blog In Information Disclosure

"From a small clue one can see that is coming, micro-blog is not micro". With the 21 cities and public security bureau official of Guangdong Province firstly opening micro-blog and establishing a group of micro-blog on the Internet in February 2010, under the guidance of the innovation of social management, the national public security followed suit, and the micro-blog of the public security official blossomed everywhere, at the same time, many police officers also opened micro-blog online and a series of new police micro-blog was known as the "micro-blog 110". As government organization with its own strong power, the public security would have the same say as general netizen by a grassroots medium, which immediately caused great social repercussions. Undeniably, compared to the traditional way of information dissemination, the public security micro-blog is more intuitive, rapid and fast, especially in playing an important role of dealing with some of the emergency situations such as mass incidents, emergency rescue and other emergency situations. However, in order to take great advantage, as a society ruled by law, anything involving "power" can not just stay in handy, more importantly in the form of law. In this paper, on the basis of discussion with the connotation function and development of public security micro-blog, we focused on their legal status in the information disclosure, and discussed its future role from the perspective of information disclosure, and then proposed appropriate measures to improve. Recognizing this, combined with its own working practice and experience, the author expanded the search for exploration on function positioning of public security micro-blog in government information disclosure on some legal aspects.There were five parts to discuss the problem in this thesis. The first part was the introduction, the article firstly introduced the background, and then explained objectives, the significance and innovation of this study, and finally introduced the research method; the second part elaborated on the concept, characteristics and development reasons of public security micro-blog; the third part we choosed Jinan Public Security micro-blog as the research object, and discussed actual role of public security micro-blog in the process of information disclosure and the proper role should be played on legal aspects; the fourth, we indicated that there were still many problems and shortages of current public security micro-blog in the information disclosure from positivism, and then pointed out deviation of its function positioning; Based on the analyses above, with the guidance of legal theory and learning from the outstanding practical experience of public security micro-blog, the fifth part proposed some advices and opinion of public security micro-blog, which viewed from the legal points, in order to improve the functional positioning of public security micro-blog; and finally we made the conclusion and provided a brief summary globally.
