Since involving in many aspects, the Over-limited transportation has very complex causes, which is extremely difficult to be governed effectively. Many experts and scholars have analyzed and discussed the Deep Causes and Comprehensive Treatment of Over-limited in all ages, most of which are developed from the perspectives of economics, management science, or engineering. However, few research papers are focused on the law enforcement of the overloading, and almost no paper has studied the highway law enforcement of the Over-limited systematically. It is regarded by the author that as the highway law enforcement of the overloading is a very practical work, nobody can write a paper well without sensing it himself. The author has a deeper cognition after the experience in the Over-limited governance in the frontline of the highway enforcement for many years. In this paper, many practical problems existing in the highway enforcement of the Over-limited are summarized on the basis of the practice of law enforcement, and theories are combined to a certain extent, so as to analyze its causes and propose perfect measures or solutions. It should be noted that a great depth and a whole territory of research on how to eliminate overloading as well as the deeper cause and governance mechanism problems are not engaged much in this paper due to the purpose of the topic. Instead, the discussion is limited to the highway enforcement of the Over-limited, namely, the paper is aimed at solving the outstanding problems in the highway enforcement of the Over-limited and improving the effectiveness of highway enforcement.
