Research On Overrun And Overload Transportation Control Of Highways In Yunnan Province

As an important infrastructure mean,highways are always closely linked with the safety and well-beings of the people and the participants of the transportation due to its public welfare features.The oversize and overload on the highways would be a serious threat to the safety and market order.Building on the integrated public management theory,this thesis has studies the current status,and existing problems of the oversize and overload in Yunnan,and also proposed some good solutions and recommendations for the relevant agencies to better manage the operation and regulate the market order.There are three innovations in this thesis.The first one is the integrity of the data.All the data are provided by the highway authorities of Yunnan.The second one is the authenticity of problems.The problems identified are summarized from the interviews of the responsible persons and the site visits to the oversize and overload check points.The third one is the feasibility of the solutions.The solutions and recommendations in this thesis are closely resonant to the actual problems of Yunnan so that they are quite feasible and practical.The full text is divided into seven parts,the first part introduction;put forward the research background,significance and research methods.The second part of the theory foundation for the construction of highway overrun overload transportation management,from the Angle of holistic governance theory and new public management,introduction of overrun overload governance theoretical basis.The third part is the Yunnan province highway overrun overload status quo analysis,through to the Yunnan province highway and overloading transfinite classification and statistics,analyzes the present situation of the Yunnan province highway overrun overload.The fourth part is the problems of Yunnan highway transfinite governance overload,respectively from the market,governance mechanism,and discussed several directions of profit distribution problems.The fifth part is case analysis,and through the field research situation of Yunnan Dali prefecture transfinite governance overload,obtain the real data analysis,the problems and status quo of Yunnan province highway overrun overload has more real understanding and research.The sixth is divided into provincial highway transfinite governance overload experience,through the national governance effect the most significant governance overload overloaded empirical research in Shanxi Province,puts forward to use for reference the experience of governance in Yunnan province.The seventh part is the countermeasures and Suggestions of Yunnan highway transfinite governance overload transportation,through research and analysis of six parts,in front of the management mechanism from the integration of law enforcement agencies,innovation of profit distribution and source governance aspects put forward feasible countermeasures and Suggestions.Finally,the conclusions and deficiencies in this paper,we study in this paper and instructions.
