| On March 20,2019,the General Office of the CPC Zhejiang Provincial Committee and the General Office of the Zhejiang Provincial People’s Government issued a document to clearly put forward the reform of comprehensive administrative law enforcement of transport.In such a new situation,Wenzhou City closely followed the pace of reform and successfully established a comprehensive administrative law enforcement team for transportation and rolled out this reform in the whole city,and comprehensively deployed the reform of comprehensive administrative law enforcement of transportation.The comprehensive administrative law enforcement reform of transportation in Wenzhou integrates law enforcement forces in Wenzhou,drives the reform of road administration law enforcement in Wenzhou,promotes the better development of road management,and injects new impetus into the development of the whole transportation system.However,while the reform has achieved some results,it still hasn’t solved some remaining problems,and even produces some new problems.This paper is produced under such a background.Based on the theory of multi-center governance,this paper analyzes and studies the reform of road administration law enforcement in Wenzhou by means of in-depth interview,comparative analysis and literature research.Through the study,there are still some problems after the reform of road administration law enforcement in Wenzhou,such as imperfect laws and regulations,unsmooth operation mechanism,quality of law enforcement team still to be improved,and lack of integration of multiple forces in management.Aiming at the problems above,this paper builds an effective work system of law enforcement system,establishes a coordinated and efficient enforcement mechanism,builds an effective law enforcement team,and effectively integrates multiple governance power.From four aspects mentioned above,it puts forward its opinions and suggestions to promote the Wenzhou road administration law enforcement reform,to provide new ideas for Wenzhou road administration law enforcement reform,to carry out the reform work better and faster,and to prompt more smooth highway management systems. |
