In recent years, the examination of public civil servants is hotter and hotter, in many people’s eyes, being a public civil servant means high salary and high social status. Moreover, job hunting are more and more ferocious. In this case, people from all walks of life care more about the scientization and fairness of the systerm of such examinations. The recruitment examination system are inseparable parts of the whole process. It is the starting point and core of it. A system of scientific recruitment systerm can help to choose the best people serving for our nation and to improve the acting ability of the government. Therefore, doing research on the recruitment examination system of public civil servants is of great importance to the whole project. Since the beginning of the selection, a lot has been achieved. However, we cannot deny that there exist some problems, either. That is, putting more emphasis on fairness, but less on scientization.This paper aims to give an introduction to the origin aswell as the development of the system of the recruitment examination of the public civil servants. Starting from the System Approach and combining with the inner recruitment examination system, the authority have constructed the basic and scientific framework of the recruitment examination system for the examination of the public civil servants, based on the analysis of values and ethics of it. They have also raised scientific ideas and plans, rich regulations, plausible testing techniques, great supplement, sound monitoring system and so on. At the same time, this paper focuses on the current state of the action of the selection rules, pointing out the problems existed in it. Then, it goes deeply into other questions in the course of the examination, such as no adequate monitoring theories, no proper regulations and so on. As for these problems, the paper offers the idea of improving the system by forming scientific ideas, regulations, plans, techniques and systems in order to make our civil servants better and better.
