Countries has adopted a variety of anti-corruption measures, but always failed to effect a radical cure, especially in the economic transformation and modernization key period of developing countries, the harm of corruption particularly prominent, prevention and treatment is also more difficult. In the economic growth of China, corruption has become a social problem the whole society’s attention. In recent years, some cadres at the grass-roots level of corruption, serious damage to the government image, undermining social justice fair, harm public interests at the local level. So, the problem of corruption at the base of research and analysis is of great significance.Corruption in China is carried out under the leadership of the communist party of China, with marxism-leninism, Mao Zedong thought and theory system of socialism with Chinese characteristics as guidance, always fought resolutely against the corruption. Marxist classical writers and other party and state leaders to construct the anti-corruption theory, academic circles at home and abroad for the research of this problem are also along with the social development and constantly promote the enrichment and development of anti-corruption theories, formed the prevention such as rent-seeking theory, system theory, the separation of powers theory and principal- agent theory such as anti-corruption theory.Based on the basic practice of anti-corruption in China to empirical research on China’s current anti-corruption issues. Through investigation to see, S city H district from 2009 to 2014, a total of the commission for discipline inspection supervision have dealt with 195 cases of corruption, cases involving several tens of millions of yuan, subjects include district cadres, involved area(township) middle-level officials, rural cadres, etc. These cases are divided into three types: type in violation of the discipline of finance and economics, the types of corruption and bribery, life style type. Its features are: basic corruption cases in the field of economic dominant; Top party and government corruption is serious; Collective corruption is on the rise. The reason mainly has three aspects: system lacking and imperfect, social cultural factors and system implementation. On this basis, put forward the perfect and improve the system of unavailability of exercise, strengthen the honesty education, improve the system of execution at the grass-roots level in three aspects, such as measures to control corruption at the grass-roots level, in order to promote our country to prevent and curb corruption at the grass-roots level further innovation and practice.
