As the most subordinate regime of the state, township government directly deals with issues concerned with the general public in rural areas and it plays a fundamental role in whole state building. As the cornerstone to implement national policy, its executive force has a direct relationship with the implementation of public policies, which has straight influence on people's living standards improving. As a result, it is quite indispensable to study the executive force of township government and explore measures to improve its execution power. In this paper, the research on executive power of township government mainly focuses on its executive body.On the basis of research background and significance and analysis of research overview at home and abroad, this paper introduces principal agent theory, interest game theory and discretion theory as basic theories demanded by the research. By studying the classical case of township government in C, Xi'an from five perspectives like execution inflexibility, execution potency, execution speed, execution depth and execution efficiency, this paper analyzes the township government executive ability. It is concluded that problems existing in township government like the disconnection between execution plans and actions, the unconformity between execution obligations and responsibility, the deviation of executive persistence from requests, executive powerlessness, improper administration by executive body, lower execution efficiency and execution speed, fraudulent execution by lowering the standards themselves, execution by reducing the requirements and the discrepancy between costs, benefits and outcomes, etc. In accordance with these problems, this paper, by employing the restriction of interest game, the influence of hard and soft systems and the performance of executive staff, investigates the behaviors of executive body and explores reasons for poor implementation. Corresponding suggestions are as follows. Firstly, interest adjustment mechanism should be introduced. Interests between township government, superior government and target groups and those among different branches of township government should be adjusted. Secondly, execution supervision mechanism should be improved and responsibility investigation to executors should be intensified. Thirdly, hard system environment should be upgraded; organization structuring should be standardized; authority-responsibility relationship should be made clear and incentive system should be optimized. Fourthly, executive culture and executive vision should be innovated. Cultural connotation should be enriched to promote the upgrade of executive vision. Finally, healthy growth of executive staff should be promoted to expand their executive ability.
