Study Of Contemporary Chinese Grassroots Government Executive Ability Construction Problems

The implementation capacity is the vitality of government work. In recentyears, the implementation capacity problems of grass-roots governments haveattracted the high attention of governments at all levels and aroused generalconcerns of numerous scholars. In view of some practical problems duringexecutions, such as low administrative efficiency, exaggerating working style andso on, governments at all levels in China have taken some good practices andexplorations. In addition to these, in Report on the Work of the Government 2006,the concept Governmental Executive Ability were put forward clearly by PrimerWen Jiabao, which brought the“governmental executive ability”into the categoryof state administration.With the integration of theory with practice in this thesis, under the guidanceof the basic theory“public policy implementation capacity”, implementationcapacity issues will be analyzed from the connotation, properties,elements constitutied,manifestation and cause of implementation cap-acity insufficiency of grass-roots governments and countermeasures of improv-ing grass-roots governments implementation capacity, so that it will be helpful to the grass-rootsgovernments implementation capacity construction.
