Study On Analysis And Countermeasure Of Construction Of Rural Grassroots Arganizations In Wenzhou

Rural grassroots organizations is not only the specific organizers, promoters and implementers to build a new socialist countryside, but also the national basis for all work in the countryside. After 20 years of reform and development, rural grassroots organizations has become an important foundation to promote rural economic and social development. In recent years, construction of rural grassroots organizations has made great achievement; however, with the development of economic and the depth of legal concept, rural grassroots organizations there have been many problems that cannot suit to the needs of society. This paper studies on construction of rural grassroots organizations in Cangnan, which is most populous county in Zhejiang Province, the social conditions and public opinion is complex, the influence of clan, sectarian and religious forces is relatively large, the task of maintain stability is heavy, regional development is really uneven, and the task of rural poverty is a very difficult. It systematically analysis the current situation and problems of Cangnan rural organizations, and proposes countermeasures to strengthen the construction of Cangnan rural organizations with the data sources from survey of cadres and the masses. The main findings are as follows:1. It researches the history and meaning of the rural grass-roots organizations. The Structure and function of Rural grassroots organizations change constantly, and its organizational forms are gradually improving through thousands of years. Also it proposes the concept of rural grassroots organizations involved in this paper;2. It analyzes the status and effectiveness of Cangnan rural grassroots organizations. The age structure and culture structure of rural organization has been optimized, the village collective economy and the benefits of rural cadres has been improved. Cangnan also has achieved some success in the construction of rural grassroots organizations, such as establish daily management system of main cadres of rural organizations, strengthen education and training of members of the rural organization, establish a sound mechanism to protect the rural village cadres, improve organizational functioning security mechanism rural areas, establish rural organizations working system.3. It clears the problems of Cangnan rural grassroots organizations. Including the lack of organizational cohesion, the implement of democratic decision-making and management, the problem of village committee election, the lack of team building of rural organizations, and the weakness of rural collective economic.4. It proposes the countermeasures and suggestions to strenghth the construction of rural grassroots organizations in Cangnan. Drawing to the practices and experience to strengthen construction of rural grassroots organizations of Henan Zhengzhou, Hebei Weixian and Hubei weifeng, it puts forward the countermeasures and suggestions to enhance the construction of Cangnan rural grassroots organizations:to improve the cohesion of rural organizations; improve villagers democratic decision-making and management systems; strengthen the organization of cadres in rural areas; improve the villagers’democratic electoral system; vigorously develop the rural collective economy; adapt the organization to establish rural economic and social development to set a new pattern.In a word, rural development, progress in agriculture, and farmers’ prosperity largely rely on the organization and implement of rural grassroots organizations that in the rural the first-line. Therefore, we must strengthen the construction of Cangnan rural grassroots organizations to effectively promote rural economic development, and the construction of new socialist countryside. Which through improving the cohesion of rural organizations; improving villagers democratic decision-making and management systems; strengthening the organization of cadres in rural areas; improving the villagers’ democratic electoral system; vigorously developing the rural collective economy; adapting the organization to establish rural economic and social development to set a new pattern.
