Research On The Construction Of Rural Legal Consultant System In Cangnan County,Zhejiang Province

At present,China’s rural society is in the process of great changes.The rule of law is becoming one of the important directions of the modernization of rural social governance.The establishment of the rural legal consultant system not only integrates all kinds of legal service resources in a certain area,and constantly meets the needs of all kinds of social groups for legal services,but also promotes the long-term stability and harmony of the local grass-roots society,thus boosting the process of grass-roots rural governance legalization.This paper takes the construction of the rural legal adviser system in Cangnan County as the research object,through the review and summary of the construction of the rural legal adviser system in Cangnan County,analyzes the main problems and their causes in the process of the implementation of the system,and on this basis,puts forward the policy suggestions to improve the rural legal adviser system in the process of rural governance.The main contents and conclusions of the study are as follows: first,the rural legal adviser system has played a positive role in promoting the legalization of rural governance at the grass-roots level,and has achieved a relatively obvious role;second,the relevant supporting policies of the rural legal adviser system in Cangnan County have not been improved,and there are still a series of problems to be solved.Some systems are not in place in the specific implementation process,some of the legal services provided by the legal advisers are different from the requirements of the masses,some of the legal service personnel and institutions are not enthusiastic enough to participate in the rural legal advisers,etc.;third,the main problems are that the system,talents and incentive mechanism are not perfect.There are some problems in the regulations of the rural legal adviser system,the uneven legal service team,the insufficient financial subsidy for the rural legal adviser,the lax implementation of the assessment mechanism for the rural legal adviser,and the obstacles of social culture.The fourth is to improve the policy recommendations of rural legal adviser system in Cangnan County: improve the policy provisions of rural legal adviser system,strengthen the construction of rural legal adviser team,increase the financial investment in the work of rural legal adviser,improve the working environment of rural legal service adviser,expand the scope and service mode of legal service,strengthen the propaganda of rural legal adviser policy,etc.
