Our Country Land Administrative Accountability System For Evaluation Of The Effect Of Cultivated Land Protection

With the further development of our social economy, the IllegalUsingLand has become a prominent issue in land use and management during China’s economic and social transition period. At present stage, the reason for the loss of cultivated land is mainly because of the illegal behaviour led by the local government, which increases the difficulty for China to protect the land. To curb the action of local government in dominating illegal using land, More than 2008 departments jointly issued "in violation of the provisions of land management behaviour punishment method" It symbolised the establishment and implementation for land administrative accountability system in our country. Meanwhile, it is meaningful sufficiently both in theory and practice for understanding the reason for illegal using in cultivated land loss situation, also with consummating our country land administrative accountability system. Based on exploring the basic connotation and the impact on the cultivated land protection methods, this paper aims to analyse the feature and trend of illegal using land between loss area and size for cultivated land in China. Further, a discussion about the impact for cultivated land by implementing administrative accountability system will be taken, in order to have a quantitative analysis. Moreover, on the basis of related survey, the researcher also analyses the influence of land administrative accountability for cultivated land protection. In the meantime, corresponding suggestions and measures have been put forward in the following details:(1) Theory framework for land administrative accountability and the effect on cultivated land protection. An analysis by comparing the responsible government, the administrative accountability system land supervision and other relevant concepts has been taken into account, so as to identify the process and impact about the land administrative accountability target, subject, object, content and power configuration angle. Further, combined with the land administrative accountability system content and the operation mechanism, by discussing the mechanism and process of its influence on cultivated land protection, the goal and the function of land administrative accountability system is put forward as discovering, preventing, punishing and avoiding the illegal action. Meanwhile, in order to protect the cultivate land, some process such as exploring, identifying, correcting and avoiding is also been considered.(2) Differentiae analysis of the land administrative accountability system to the overall effect of protection of farmland. Based on the evaluation of land administrative accountability system in our country methods of statistical analysis and comparative analysis are taken in order to evaluate our country land administrative accountability system to the overall effect of cultivated land protection. In this way, according to the analysis of different provinces, it can be pointed out that it has already made an apparent performance for administrative accountability system in cultivated land protection. However, there are still enough issues to be solved. To be specific, a large gap between different provinces shall be paid sufficient attention. That is to say, generally, the situation in developed provinces is much better than developing ones.(3) Model analysis for illegal appropriation of farmland in jiangsu province. By analysing the characteristics and development of Jiangsu province, the construction of the dependent variable (years illegal occupy cultivated land in jiangsu province) and the independent variable (the second and third industry in jiangsu province of investment in fixed assets, the state council for approval of jiangsu province construction land area) are introduced into the quantitative relation model. Meanwhile, the land administrative accountability system in the form of a virtual variable is taken into account as well. Therefore, in this way, the researcher quantitatively depicts the effect of land administrative accountability for protection of cultivated land in jiangsu province. At the same time, forecast for illegal cultivated land area in the next few years for jiangsu province is also been presented. After the implementation of land administrative accountability system, an increase of 100 million yuan each 2 & 3 industry in jiangsu province of investment in fixed assets, can reduce the illegal appropriation of farmland 0.25 hm2. Nevertheless, during the period from 2012 to 2015, the illegal appropriation of farmland in jiangsu province cultivated land situation is still grim.(4) Analysis of land administrative accountability system of cultivated land protection effect factors from the perspectives of economics and political science. According to this section, suggestions about consummating about land administrative accountability system protecting arable land and safeguarding food security put forward in details: to accelerate the construction of land administrative accountability system, to make accountability standardized and normalized; to promote the reform of the fiscal and taxation system, so as to weaken the local financial dependence on land; to improve reform of the land system, in order to reduce administrative interference in the process of land resource allocation.
