The Research On The Responsibility Of The Local Government With The Haze Governance In China

China’s economy developed rapidly and the living standard improved continually since the reform and opening program for more than thirty years, however, the ecological environment is becoming worse and worse. In recent years, the haze has become a normality weather phenomenon in many regions of our country, and the haze becomes the biggest air pollution problem across the national attention. The haze not only seriously affected the people’s health and normal life style, but also brought the barrier to the sustainable economy development and the social stability. Facing the haze problem, the perspective essence of the problem is haze governance’s failure, as a result, how to govern the haze weather has become an important topic that controlled by the government and also urgently to be solved by the academic circles.From the point of the public products’ attribute, the haze belongs to the public products with negative externalities, thus, the government need take the leading role in governing the haze problem,In terms of current haze management situation, the local government should take the important responsibility in governing the haze problem, and launched a series policies and treatments to control and prevent the haze pollution. Such as set the haze pollution control and prevention law, enhance the supervision power to the economy agents, publish air quality information timely, implement the restriction policy to the private cars and so on. Even so, the haze problem still presents a frequent and severe trend, the haze governance is a long-term and complicated task, local governments have the inescapable responsibility through the process of governance. It has the necessary significance to deeply consider the responsibility that play by the local governments and the problems that exits through the governance process. Shi Jiazhuang has established a lot haze governance policies as the most haze polluted area in our country, thus, selecting Shi Jiazhuang province as the research object seems to be representative.This thesis based on the research background, research purpose, research significance, abroad and domestic study process, research methods, research contents and innovation points, demonstrates the core concepts about the haze, governance, local government and government responsibility, combs the public goods theory, externality theory, market failure theory and cooperative governance theory; This report analyze the local government responsibility the existence problem and deeply reasons through the haze management process base on Shi Jiazhuang sample; Based on the basics of domestic and abroad haze management beneficial experience, the article proposed the countermeasures and suggestions to haze management improvement to our county local government responsibility.This thesis used the questionnaire and the empirical analysis method to analyze the haze governing of government’s responsibility that based on the public goods theory. The reports pointed that in order to improve the actual effect of haze governance, it needs to perfect the legal system construction through the haze governance of local government, including perfecting the governance legislative construction, strengthen the government enforcement power; Second, it needs to improve the sense of participation and strengthen the role of citizens in the haze governance; Then, it needs to reform the traditional industry, develop the new industry, adjust the energy structure and develop the clean energy; Finally, strengthen the haze governance cooperation in intergovernmental cooperation.
