Research On The Responsibilities Of Local Governments In Haze Governance

In recent years,the serious haze has become the main problem of environmental pollution in China.At the end of 2013,severe haze pollutions occurred in major cities of China,and about 30% of the cities suffered haze pollution,which had a huge impact on the life and health of local citizens.This also pushed the government to pay attention to haze pollution governance.Since 2013,Chengdu has gradually become one of the severe areas of China's haze pollution,which has had a tremendous impact on the production and life of the general public and has also affected the economic development of Chengdu.From the perspective of public product attributes,haze is a public product with negative externalities,so the government needs to play a leading role in haze governance.As far as the current situation of haze management is concerned,local governments should take important responsibilities to deal with the haze problem and formulate a series of policies and treatments to governance and prevent haze pollution.Such as the establishment of haze pollution governance and prevention laws,improving the supervision of the power government agencies,timely release of air quality information,restriction of private cars,and so on.As we all know,the problem of haze pollution governance is an arduous,long-term,complex task.In the process of governance,local government departments should play the main guiding role,find the problem that exists in management measure through analyzing the responsibility scope of local government departments in the process of haze governance,this has a positive significance for haze governance.As the most serious area of haze pollution in China,Chengdu has formulated a large number of haze governance policies,so it is representative to choose Chengdu as the research object.Part I: The detailed introduction of the background and significance of this dissertation,research methods,as well as the current domestic and foreign research status of haze pollution governance.Part II: Define the concepts of haze,governance,local government,and government responsibility,and elaborate on the theories of public goods,externality,market failure,and collaborative governance.Part III: Through collecting research methods such as literature research,internet review and questionnaire survey to analyze the current situation of haze governance of Chengdu and analyzing the main causes of haze in Chengdu points out the deficiency of Chengdu in haze governance and explores the problems behind.Part IV: By referring to the successful experience and studying relevant policies of domestic and foreign governments in haze governance provides reference methods and policies for the Chengdu government in haze governance.Part V: Suggestions for haze governance of Chengdu are optimized from legal responsibility,economic responsibility,social organization responsibility,administrative responsibility,and other aspects.
