Studies On Haze Governance Of Local Government From The Perspective Of Public Responsibility

Since 1978, the reform and opening up provide a good opportunity for the e conomic development of China economy has maintained a sustained, stable growth momentum. However, behind the explosive growth of line graph is a high input, low efficiency of the extensive mode of development. In recent years, all over t he country outbreak of various kinds of environmental pollution incident has sound-ed the alarm to the people. Especially in 2013, since December, a wide range of haze pollution outbreak, just a few months, and the haze pollution across 25 provi-nces, 100 cities in China. This kind of large-scale and sustained outbreak of atmosp heric pollution weather it is because China’s excessive and unreasonable development, the destruction of natural resources.This paper describes the topic background, research significance, domestic and foreign about the public responsibility theory and haze governance research presen-t situation as well as the research mentality and the frame; secondly, the paper a-nalyzed in detail the paper relates to the concept of public responsibility of local g-overnment, the connotation and concept of haze pollution and discusses three theorie-s related to this paper, which are the public responsibility theory, government regu-lation theory and the theory of government functions; again according to the present situation of Xi’an City Hall haze pollution, according to the monitoring of Xi’an City Environmental Protection Bureau in the city to set up the control point selec-tion, sampling 7monitoring points of the residents as the research object of this pa-per. This paper explores the main problems existing in the Xi’an city government g-overnance haze in the work by means of questionnaire, and analyzed the reasons mainly from the economic reasons, political reasons and cultural reasons; finally, through the depiction of the haze of governance mode of government in two deve loped countries as British and America, from the perspective of public responsibilit-y clearly outlines the suitable model of haze governance in Xi’an City Hall.
