Rural residential land is an important part of rural land, rural farmers is a unique. The countryside homestead right of use is to build houses in rural land rights, it belongs to a special concept of real right law system in our country, this kind of usufructuary rights of farmers in China have long enjoyed.According to the provisions of article sixty-second of China’s "land management law >:peasant family household can only land use approval, a village collective and farmers, if his house rental, sale or gift to others, and to apply for the fund, will not be approved. This also means that, the initial registration of rural homestead is a very important method in management of land, but also for the efficient use of land resources, provides an important guarantee role to safeguard the vital interests of farmers.However, at present, in the countryside homestead right of use the initial registration process, there are many problems. This paper is taking Zhoushan city of Putuo District as an example, according to the specific problems in the land registration in, looking for solutions, in order to provide some reference to reduce rural homestead registration in the dispute. The author mainly from the following four aspects to elaborate:The first part, the research background, research significance, definition of related concepts, and combined with the research in China, points out the research purposes, research methods, and innovation;The second part, taking Zhoushan of Putuo District as an example, the status and the actual state of the normative structure of rural residential land use right registration;The third part, combined with the example of the Zhoushan city land use right registration problems.The fourth part, land registration related issues countermeasures and suggestions on how to solve the Zhoushan City Housing.In the study, the use right of homestead in Zhoushan following registration problems. Land use right registration system not perfect, the lack of register system, no established mechanism, the liability for compensation registration of land registration agency personnel quality is not high. In order to solve these problems, and put forward the following suggestions:first, to register the use right of homestead system perfect. The second is to establish land registry system. The third is to establish the compensation mechanism of land registration. Fourth to improve the registration agency personnel quality.
