Research On Application Of Quantitative Methods In The Monitoring Of Policy

Influenced by the traditional linear model of public policy ideas, scholars at home and abroad divided public policy into establishment, public policy implementation, public policy monitoring, public policy evaluation and adjustment, five main parts; in their view, public policy monitoring mostly focused on the supervision and control of policy implementation. With the development of research on the discipline of public policy and the transformation of governance, our government continue to focus on comprehensive management of policy formulation, policy implementation, both the policy and policy outcomes, comparing to the traditional management of the execution of public policy, and thus the proposed monitoring of public policy is on a higher demand. In addition, with the continuous strengthening of quantitative methods in the field of application of public policy, public policy monitoring, as countries around the world to improve the quality of public policies to promote the effective implementation of public policies and a powerful way to enhance the performance of public policy, but also continue to suffer from the government-led the main body of the monitoring and experts and scholars attention. All of these make our study of public policy monitoring become necessary.However, quantitative research in China started late, the development of domestic public policy is relatively slow, resulting in the lack of monitoring of quantitative research in public policy. Meanwhile, various constraints of reality also makes monitoring the application of quantitative methods are the subject of the public policy process monitoring, faced with enormous challenges and threats. These have a serious impact on the achievement of public policy objectives. Based on nearly 10 years of domestic and international public policy,2004-2013 monitoring content analysis, statistical analysis and quantitative research papers on comparative analysis, on the basis of analysis and research on the status quo of China’s public policy monitoring, found the problems and deficiencies existing in the research, to explore the causes of these problems, and puts forward corresponding solving measures and feasible suggestions.In addition to the introduction of this article, the paper includes five parts:In the first part, we introduce the concept of public policy monitoring and related theoretical basis; also quantitative methods and the necessity and feasibility of the application of public policy monitoring were analyzed.The second part describes the target range, principles, processes and procedures and selected literature search results, and then analyze the lack of monitoring of public policy of quantitative research at present.The third part from the main body of public policy monitoring, quantitative methods used in the monitoring of public policy, public policy and public policy monitoring the objective environment of the four aspects of public policy in our country to monitor the causes of deficiency of quantitative research is carried on the deep analysis.We propose specific solutions and recommendations for the basis of the feasibility of the proposed three-part caused by the presence of existing public policy reasons for lack of quantitative research on the analysis at Part Ⅳ.The fifth part is a summary of the article, in affirming the value of research and on the basis of this paper, we present deficiencies existing in the research.The innovation of this paper lies in:(1) In terms of research focuses on the study of a relatively small number of domestic public policy aspects of monitoring and surveillance from the main public policy, the policy itself, the use of quantitative methods of public policy aspects of monitoring and influencing public policy monitoring four aspects of a comprehensive environmental objective, in-depth analysis of the causes of problems in the quantitative study of public policy, and put forward the corresponding solutions and feasible suggestions. (2) In terms of research methods, this paper blends content analysis, systems analysis and comparative study, combined with the status quo of China’s public policy monitoring quantitative research conducted a comprehensive analysis, enhanced scientific research.
